Yes, although the green bin isn't for newspapers a small amount used to line the caddy can be composted.

No you can't because Biodegradable plastic bags do not compost. The bag will break down into smaller pieces of plastic but these pieces will always be plastic and will contaminate the compost. All liners used must be 100% biodegradable.
