A man who threw a cigarette out of a car window has been fined £100 and given a criminal record. Darren Sneddon, of Old Farm Road, in Mancetter, Warwickshire, was spotted throwing the litter from his vehicle earlier this year. North Warwickshire Borough Council prosecuted him after he failed to pay a fixed penalty fine within a fortnight. The council decided to release his name as a further punishment as it believed the fine was not enough. The council has handed out more than £3,000 in fixed penalty notices for littering, dog fouling, flyposting and other offences since April. Suprised noone has commented on this being a local story and smoking related. They didn't fine their electrician for smoking in my flat without permission and leaving it to burn out in my cupboard. That was newey electrical working for FHM kitchens, there I've named them. Perhaps I should make an example of NWBC for damaging my light fitting and take them to court as they seem to want to ignore the fact that they ruined it.

Just give a false name and address when stopped by a litter warden / community warden / neighbourhood warden. They have to accept your first answer and can't check your details with the DVLA as far as i'm aware as the council doesn't have the authority. They also can't call the Police or have you arrested should you refuse to give your details or give false ones.
Just so you know. I used to be a Community Warden and had problems with false details and people just walking away.

We had a lot of trouble about this a couple of years back, The borough Council would get wardens to stand and watch people who smoke stub their cigarette out on the floor before they went into the supermarket, the warden would then follow them into the store and get their name and address and fine them £50??. All caught on CCTV dropping the butt, which is a waste of expensive security cameras provided from public funds for a specific purpose. I do not class cigarette ends on the floor to be serious enough to use CCTV equipment exclusively for the purpose of detecting people doing so. Also at the time, the bins didn't have stubbers on, so unless it was stubbed on the shop wall, there was no where else to put it out and picking cigarette butts off the floor just before you go shopping isn't very good is it. Since I pointed it out to people who got fined at the time , the council has provided new bins with stubbers. Problem with nwbc is that they like to make an example of people but don't set a very good example themselves.

As Neal said, just give them a false name and address if you have to say anything. These 'little hitlers' have no power of arrest or temporary detention. Tell 'em where to stick it and walk away, works for me.
Whilst I don't agree with littering there really are better things we can be spending our time and money on then persecuting otherwise law abiding citizens for dropping a cigarette butt.
