That's very interesting, thanks very much. Doesn't apply if you put the motifs flat on the building though, and I'm sure I wasn't quoted 600 to be trained for a cherry picker, i'm sure it was a bout a hundred. Insurance is 200 for public liabilty while they are up there (events insurance) and its about 150 for a basic electricians insurance, more for insurance to cover cherry picker work. a strain tester was £1000 three yrs ago when I priced one, there's no special training for that. It just hooks on to the bolt and thee feet push against the wall as you screw it down. A guage shows the strain on the bolt. Its very simple and could be done as the lights are put up. Lights can easily be changed if they are old lamp holders like Atherstones were. It doesn't take long to strip them wash them put a new harness on which is a couple of hundred for a 100 metre length, alternatively put rope light on them, which you can get top grade for a a couple of quid a metre.
Its all obstacles to get in the way set up by people with nothing better to do, with the exception of the strain test. If you identify the potential obstacles first, then find out which are real obstacles you can find ways to get round them. If you pretend there are no obstacles, like these people have you end up in this situation, which we all know Atherstone did 6 years ago. What I want to know is why are these towns only just being made to adhere to regulations that we were made to 6 years ago, and according to the county council at that time they'd let us get away with non compliance for years.
The strain test is in my opinion necessary over a main shopping street, the pulling force on the bolts isn't down like a wall mounted display, it is out, if those bolts pull out of the bricks because the bricks or mortar crumbles, the light will swing across the main street like a guillotine. With increasing winds the strain on those bolts is getting more each year.
Lamp posts are topple tested by the local authority and lights just clamp on so maybe they should do that but then you need a power supply unit at each one.
Ironic that all the lights have just been handed back to the town council from the chamber of trade, who was handed them by the Atherstone Lights Committee (Because most of the members did a disappearing act) . Yes I was part of the lights committee but I got pushed out so I've had no say. This is the very same town council that couldn't afford to erect and maintain the lights last time round, So what makes them think they can find the money this time. All the 'new' lights are now 'old' lights and need replacing. I've thought about this and I'm just going to sit back and watch. I've not been wrong yet and I doubt I will be this time, or perhaps mr lloyd will make a £50'000 donation to town council
Lol at a town the size of Northampton not being able to afford lights though. How ridiculous with all those shops.
