The Government has revised Part P. The electrical Bit of the Building Regulations. Outdoor wiring and Kitchen wiring is no longer covered by part P unless a new circuit is required. This means that you no longer need a part p electrician to connect a cooker. It means you can get an handy man to do it. It still should be tested as there would be serious consequences if someone got killed or injured, but it isn't notifiable to building control so doesn't need a part p registered sparky to do it.
