I'm sure lots of you have received these, but then I'm sure lots of you in non council houses haven't. It certainly made interesting reading, and would go some way to explaining why tenants in welcome street still have half finished kitchens, with damaged doors, and electrical sockets hanging off. It is strange how the council tells us that we must only use Part p registered and niceic electricians, even going as far as making me pay for an electrical test for the Christmas light feed, which is their supply anyway, yet non of these electrics are safe or been tested, and therefore are according to the councils rules illegal. Lights have been waiting for repair for over one and a half years now, mats were promised to be replaced for over three, yet still pose a trip hazard to elderly people. Light fitting damaged by kitchen installers FHM, they deny doing so, but we don't get standing on ladders scratching light fittings for the fun of it here. Scratches to doors Paint on furniture and doors New units on the left, old units remain on the right, this is what NWBC call bringing a kitchen up to decent homes standard. Only some of the units get replaced, yet they claim to have fitted a new kitchen. This is known as a ventilation gap by FHM and NWBC Another ventilation hole, A hole cut in the back of a newly installed unit. This time to correct plumbing that should have been done before the unit was fitted. Another ventilation gap, this one goes straight though to outside. So much for insulating homes. Note the extractor fan cover on the floor. There's a reason it's there. This is the kitchen extractor fan, it doesn't connect to anywhere, it just blows in to the back of the old broken down cupboard. Note the cigarette end, left to burn it's self out. The electrician never asked my ex if he could smoke, but just did. She's never allowed smoking in the flat. Quality workmanship by someone who was 'on the tools' for years This is that extra fan in the bathroom, the tops is off it because whenever the cord is pulled the top flies off and hits the person on the head. Cable to extractor fan on the window sill, she could hang the washing on that. Cooker point. An electrical inspection requires that every outlet is visually inspected. If an electrical contractor that is niceic registered passes this then they aren't doing the test according to A niceic and B part p of the building regulations. How come most of the flats on welcome street have been tested yet sockets are still sealed closed with tile adhesive. A loose earthing connector attached with a wood screw. Dangerous and Lethal if a fault develops this could kill. A brand new 60 pound central heating controller sealed in and ruined by tile adhesive. I argued that access was needed to this to do the electrical test and for maintenance but got ignored. Sealed in switch in Flat one, which has had and passed an electrical test. HOW? The toilet base in flat three, which according to FHM didn't need changing. Serious safety issues here. I pointed it out to the FHM workmen but got ignored. If this toilet collapses while the old lady is using it, she could die, and at the very least will end up in hospital. This sink also in flat three was supposed to be a pedestal sink but they couldn't be bothered to do it. They came up with the excuse that the wall was asbestos. What a load of rubbish. SO she got no new shower tray, no new toilet, and half a sink. This is classed as fitting a new bathroom and complying with good homes standards is it? This is the new sink in flat three, the lady has arthritis and needed lever taps. Lever taps were fitted in the flat next door, which was fitted out with disabled wheelchair kitchen, and a wet room for a wheelchair. The tenant was so disgusted with the kitchen that he left after one week. A young fit and able man now has this flat. The old sink was also a right hand drainer, she finds it very difficult to use now it's left hand, the planners never bothered to ask. Socket in flat one living room. When a circuit gets additions, basic checks should be made on other circuits, even if not part of the altered circuit. I shall add more when I can.

NO STARS FOR COUNCIL HOUSING SERVICE LINDSEY SMITH 10:30 - 21 September 2006 North Warwickshire Borough Council has received a damning assessment of its housing department which scored 'zero stars' in a recent Audit Commission assessment - the lowest possible score. Describing the failing service as 'poor', the watchdog feels that NWBC also has 'uncertain prospects for improvement' with 'serious weaknesses' around repairs and maintenance. And while civic leaders say the news is not all bad, they accept that the service must improve within six months in order to give council tenants a fair deal. "We are a zero star authority in respect of housing and while it's very disappointing it is not a complete shock," said Peter Oliver, director of housing and environment. "In fact there are positive things about us acknowledged in the report, but they don't give scores for them in their scoring system." The inspectors found: l The council's performance on responsive repairs, major adaptations and gas servicing is poor and it cannot show clearly how it will meet the Government's decent homes standard by 2010 l Office opening times and facilities are limited and service standards are neither promoted nor monitored l Customer satisfaction is not being properly measured and nor are customers being adequately involved in developing the service l Inadequate information about customers prevents services being tailored to the needs of individuals or community groups. Martin Palmer, Audit Commission head of housing for the central region said: "This is not good news for North Warwickshire council tenants. "The council has provided a poor housing service for a number of years, with few signs of it either making improvements or providing value for money. "However, it has responded positively to our inspection and is committed to ensuring that our recommendations are fully implemented." Leader of the Council, Cllr Colin Hayfield will be writing to each of the borough's 2,814 homes today (Thursday) to explain all the commission's findings. "The report does state that many areas of our housing service are good," he said. "These include routine maintenance, rent payment, debt collection, allocating tenancies, dealing with antisocial behaviour and providing new opportunities for tenants to become more involved in community panels." Recommendations which are now being acted upon, according to NWBC, include ensuring that repairs are consistently completed within target times and that all gas appliances are serviced annually. The borough council will now face a further assessment as early as June 2007, at which it hopes to be showing some signs of improvements. "It's unrealistic that we could leap from zero stars to three in such a short space of time, although that is out long term goal," explained Chris Robinson, assistant director of housing. "But we're aiming to get one star to take us to a 'fair' rating and that will be a start." The council admits it has no additional funding with which to make the required changes - smarter working practices, it says, are the key to improvement. The borough's MP Mike O'Brien said: "The housing department at the council is in crisis. The council has been in denial, repeatedly claiming everything was all under control. "But in the last two weeks alone I have had over 200 letters from tenants expressing concern about the problems at the council housing department. There is real anger in the area. "I have rarely seen such a bad report. Local tenants and tax payers are getting a bad deal and things need to change - fast." Has anyone else received the propergander letter from North Warwickshire Borough Council regarding the investigation of services and housing repairs in Atherstone ? Sent at the taxpayers expense to save face no doubt. I think they've got cheek denying it when the above pics prove otherwise. at least six tenants aren't or weren't happy at welcome street, one so unhappy he moved. I've got pics from other refits by a company called Kingfisher Kitchens. Wonder what happened to them!.

10:30 - 12 October 2006 An eleventh-hour plea by conservationists to preserve a slice of North Warwickshire's mining heritage fell on deaf ears this week, as councilors unanimously agreed to tear down 25 historic homes in Ansley Common.
"I'm devastated," said Judy Vero, Secretary of Atherstone Civic Society.
"This is such a shame. It all seems to be an issue of finance - that it will be cheaper to pull them all down and start again than it would be repair them.
"But no thought has been given to the environmental cost of demolition and removal of rubble, plus the energy needed to make the new bricks, just for one extra dwelling.
"A more enlightened local authority would have refurbished the houses rather than demolished them."
The three-storey houses, which were built in the 1870s by William Garside Phillips for workers of the old Ansley Colliery, stand in Beech Terrace and are set behind a row of lime trees on Coleshill Road.
They are the last remaining link with the village's mining history.
Until recently they were owned by the council, but have now been passed to the Waterloo Housing Association who plan to redevelop the site with 26 replica houses.
"When the bulldozers move in local people will see what they have lost," Mrs Vero explained. But then it will be too late to save the last of Ansley Common's heritage."
Mrs Vero said the recommendation coincided with a damning report, two weeks ago, on the council's housing service in which government inspectors found it to be so poor that it was rated 'zero stars'.
The council was also criticised, she said, for not preventing vandalism to the houses, which had made the area run down and had discouraged new occupants.

I received a letter today from North Warwickshire Borough Council. They are now saying that my plants on the porch roofs are a health and safety hazard and also could damage the roofs.These are plants that have been on the roofs for 10 years and no different to the municipal displays that Tamworth and Nuneaton put on their town centre flat roofs. Non of the neighbours want them moved, they like the display and some colour in summer. It's cost me about £300 to create my two little gardens and if we did get a Atherstone in bloom competition going I was going to enter them, now I won't have a garden to enter at all. I wouldn't mind so much if they were consistent, a few years ago I was told they're okay as long as I don't damage the councils windows watering them and don't put any more pots on because of the weight. I've asked for the decision to be looked at again and wait for some common sense, everywhere else is trying to create community spirit, it would be nice if the council got behind me and helped instead of doing this, tidied the street beds up, repaired the little garden, cobbles and bench on the corner of welcome street, put some flower tubs in.

I have tried to compromise about plants, I have tried to compromise about everything but North Warwickshire Borough Council are bullies and intimidate and harass using their powers.
I have done nothing whilst in this flat to annoy others, I have acted selfless in providing plants in the summer and Christmas Lights at Christmas with great financial cost to myself.
NWBC has tried to block everything I do, often with no reasonable grounds for doing so other than it being their opinion that it is dangerous.
Obviously there will be no christmas lights any more up this end of town.

They're after my lil flat because I dared to to challenge their orders to remove the pot plants and grow bags that have been on the porch roofs for the last ten years, apparently its a health and safety issue, they may get blown off in the wind ( a grow bag!) when I say they haven't in ten years they say the roofs ten years old and is weaker than it was ten years ago so may not be able to take the weight. Plus it can only take its own weight, it's not designed to carry any extra weight at all. The there's insurance, if the grow bag blows off and hits someone on the head they're not insured. What really annoys me is that they pick on the impossible saying it could happen in their opinion with nothing factual to back it up, no design fuigures for the roofs,yet the things they do are clearly a health and safety issue, such as light fittings left live with the cover off for nearly a week, bin bags left on the landing for 5 weeks, sunken door mats that have been reported dozens of times, lights that are out for years not days that I've reported to the council, and councillors, neighbours have reported to the police etc. The electrician came on Monday, I lost a days work for that and a meeting with the council , just fro them to repeat I've got to remove them. No compromise what so ever. The electrician didn't touch most of the new electrics that were fitted when the kitchen was installed , the cooker cable is still lying behind the gas cooker taped up and the earth bonding on the sink is still loose, the crooked socket shown above wasn't straightened, they just put mastic over the gap, The main water pipe bonding wasn't checked . I could go on but won't as it's all negative. Our housing division is incompetent and nothing is done about it even when I put complaints in.

Fantastic absolutely brilliant, i've just gone to use the shower to rinse the bath n the cover is loose, its been broken by NWBC electrician when they were doing their farce of an electrical test. No doubt i'll be lied to on monday by housing that it was already done, which i know it wasnt, the last person to touch that shower was an official triton engineer.

Hi MH, I sent the following letter to the local paper (Tamworth Herold & Nueaton Observer) in an effort to give you more support. I do not know if it was published as I cannot read the full paper on-line. I hope you don't mind what I wrote. I would be interested to hear if it was published or not.
Atherstone, we are watching.
William Bostock, born in Atherstone in 1882, fathered 18 children. He was the grandfather to more than 50 and today his countless great grandchildren enjoy hearing of his life story. Like many others that faced the hopeless conditions in the late 19th and early 20th Century, William had to leave his home country for opportunities abroad. He left behind his parents and 11 siblings and immigrated to the states with his wife and their first two children, losing one child on the journey due to the unsanitary conditions aboard the ship.
My father, aunts and uncles have passed on their father’s stories of growing up in Atherstone, but sadly, many are forgotten. I have researched his journeys and learned of his countless sacrifices that gave our family what we have today. While this is a fascinating story of my grandfather’s life, it is our story and not the reason that I write this article.
Most of what we had known of Atherstone we learned from old stories or letters exchanged with family that are or were still there. Now with the internet I am able to view the streets, homes and countryside and read the local news.
I was brought up in a small town in Idaho, near where my grandfather settled and raised his children. On a much lesser scale than my grandfather, I too was in a position where I had to leave my town and move to a larger city to find suitable employment; this was over 20 years ago. Unfortunately the majority of the young people from my town have done the same for many years. There are a few, however that stayed, not just from lack of adventure but because they love where they live and did not want to leave. They worked hard at whatever jobs were available and as a result almost all of my friends that stayed home became key figures in the community. They strive to build and improve new parks and schools, they serve on local community councils, volunteer firemen etc., working diligently to keep the town’s heritage alive and a place where people will want to live and visit. We who left and those still in the community have high regard for these young people who stayed behind to keep the town, our town, the way we all want it remembered.
I have never been to Atherstone but have a strong connection to read about it daily. I observed an article a few weeks back about a local man, Jozef Nakielski who reminds me of some of my friends back in my home town. A young man who works hard to keep his town’s heritage alive, cares about his neighbors and takes measures at his own expense to keep up the appearance of his neighborhood. It appears that the local council wants to put an end to some of his efforts. While I do not know the full story behind Jozef and the local council I do know that people like Jozef should be recognized and supported by their town; if they are forgotten who can you rely on to keep Atherstone the way you will always want it remembered?
Of all my family, only my father has been fortunate enough to visit Atherstone, back in the early 1980’s. Now it is finally my turn and I will be in Atherstone within a month. When I get there, I will have a pint at the Old Swan Pub and hope to see the flowers across Welcome Street.

Thanks Nuneaton observer did run a story on it so they will probably print that. I appreciate your support. All my neighbours support me, my borough council supports me and has backed me up, all over the pubs do too and can't understand why they are being so awkward and unwilling to compromise. How it stands at the moment is that they are planning to send workers to remove them and put them into storage, they have said the roof can't take the weight, yet they haven't got any technical information to back up that it can't and don't need to. As they can't prove that the roof can't take the weight and it is very likely that it can, bearing in mind the structure and size of timbers and span of timbers, that would mean their reasons are invalid and they've withheld permission unreasonably, breaching the contract that they got me to sign. A contract that we cant change but NWBC changes to suit itself. I'm waiting with camera in hand to take pictures for the papers of the workmen removing the pots. On the plus side NWBC turned up today to repair the block door which for the last three years has been waking the 78 yr old lady on the ground floor almost every night. since they let people move in that come back at 2 am and let it slam her life has been hell. It's been reported by me at least twice, others numerous times, nothing done.

I've received a letter this morning, Dear Mr Nakielski Re: Tenancy MatterI am writing to you following our meeting of 7th July 2008, when you attended the council offices with Lorma Dirveiks, with reference to your gardenes on the canopies of 1 - 11 Welcome Street. At this meeting we discussed the roof gardens, which you had placed on the canopies of 1 - 11 Welcome Street. You were informed by the Tenancy Enforcement Officer Maureen Abbot, that the roof gardens would need to be removed, as from a Health and Safety point of view there could be the risk of an accident if the wind blew a pot, or some compost off, and injurred a passer-by, this was also confirmed in writing to you letter dated 04th August 2008. It has now been four weeks since this last meeting, and I was hoping that this would have given sufficient time to remove the pots, plants, lights and water feature from the canopies . I have today visited the flats and noticed thar there are still some items on the canopies, which need removing. I will now be instructing our depot to remove any items left on the canopies, and asking them to place them in storage for a four-week period. If after the four week period you have not contacted me or made any arrangements to collect these items the council will make arrangements to dispose of them. If you have any enquires regarding this letter, please telephone 01827-719306, and ask for Margertta Jaggs. Yours Sincerly, Margaretta Jaggs Tenancy Services Officer.
Now it's compost may blow off in the wind, or a pot, but the roof is covered in stone chips that may fly off in the wind! Every week we get a council officer come round, come in the block, walk up the stairs and check that we aren't using the landing for our own purposes, this is a landing that we have to pay to be cleaned and for windows to be cleaned on, yet we're told it isn't ours to use, it isn't part of our tenancy. When asked why do we have to pay for it to be cleaned we get told because its part of your tenancy. Despite the weekly spying visits to make us feel watched in our own home, they fail to notice the steadily growing mountain of rubish sacks with rotting stinking food in outside my front door. NWBC charge me for waste collection in with council tax, the waste storage are is a traditional bin in a cupboard outside my front door, no refuse shute, no wheely bin. If I leave the bin bag in the cupboard it gets left, so I started putting it out on the landing. It still gets left, each week the bin comes up stairs and puts a new sack by the side of the full bin bag. I complained to NWBC by pc, they came and took two weeks worth, I complained by telephone, they came and took two weeks worth, then when they came to do the jobs that they accused me of stopping them entry to do, which I had to have a day of work for, they asked what the four weeks refuse was on the landing, I explained to them and they collected it. I again explained at this meeting with the council, I explained that bin bags bags piled outside the block door are in fact more of a health and safety hazard than my plants as they could have glass in and fall on a passer by, or they could cut their leg on a can or broken glass. I explained that they also leak make the floor slippy and etch in to the stone floor. What has happened... Absolutely nothing , the neighbours still take their bin bags down stairs, still pile them up by the door, and the bin men refuse to take my bag unless I do the same. The door mat inside block one has been reported numerous times by numerous people, its worn out, it's lower than the floor, sunken into the floor well. ... Nothing done, over four years on. Yet our door mats were stolen by North Warwickshire Borough Council, removed with notice and permission on the grounds they were a trip hazard, yet they've been there since I moved in 11 years ago. Light fitting out side my block, reported in the week to a visiting Tenancy Officer, the cover was missing exposing live contacts... Nothing done until the following week, then a cover is fixed on with cable ties, not replaced, not fixed properly but bodged and all weekend live contacts were left exposed. Lights aren't fixed for months, even years, I even contacted Derek Pickard on Atherstone online once to try to get lights fixed. The end block 15-17 has had no lights above ground floor level for months, the middle floor and top floor are in total darkness . I've reported this months ago... nothing done I have time and dated photographs to back all this up, I've learned that with NWBC you have to keep copies of all letters indefinitely, get receipts for all correspondence sent, take photographs of all work done before and after it's done.

NWBC turned up this morning and two guys put a ladder against the block and proceeded to take down the pots off the roof. They stopped and pulled off site when I started taking photographs of their blatent health and safety breach. They returned with a scaffolding tower, the men didn't know how to erect it, it was erected on soft ground, it wasn't high enough to do the job so had to climb up the four feet on to the building, they climbed outside the ladder, the guy on the top platform had to kneel down with the pots to pass them to the guy underneath who was reaching up to grab them. Totally unsuitable for the job, the pots should have been lowered using a hoist if using scaffolding or a cherry picker. No footways were cordoned off, no communal corridors or access doors were cordoned off, I could have walked out of the block door straight under the scaffolding that they were lowering the plants with. This is a council who has constantly used Health and safety as a reason why I can not keep the plants. A pot may fall on someone's head, some soil may fly into the air and go into someone's eye.
So a plant pot may get blown off by the wind, some soil may get blown off by the wind, but the gravel on the roof won't get blown off by the wind.
NWBC also pulled my plants out of their pots stuffed them in a black bin liner then took the pot down the scaffolding and tried to stuff the plants back in at the bottom. I rang NWBC for an explanation but no one could be bothered to ring me back explaining why they'd damaged my property whilst forcibly removing it without my permission, property which I had permission to have there and which NWBC insist on denying I had permission, despite the fact that I had a letter acknowledging that the plants were there and asking me to find alternative means to water them 3 yrs ago.
NWBC also lied to the evening news, the said that they were going to offer me alternative places to put the plants, their alternative place was to put them outside the block door in a communal area open to the general public, a place where i had a pot taken from within the first week of them suggesting this and me placing it there. They then wrote and stated at the meeting that if I don't remove them they will be removed at THEIR expense and put into storage. Today because I insisted that they use proper health and safety equipment, they decided I was going to be charged for this. This was decided by the very rude and arrogant maintenance manager who was called by margaretta jaggs because of me saying I was going to report them for breaches of health and safety. He talked at me and completely ignored any responses I gave or questions I asked. Credit where it's due Margaretta Jaggs did say that they had agreed to take them down at their cost.
However their storage is either at the back of the block in the same unsecured communal area, OR, bearing in mind that these are perennial plants and annuals, that is garden plants, they were going to take them and place them INSIDE a council garage, on the other side of North Street estate at the bottom of princess road.
So to summarise here, they are offering me the alternative location of an unsecured open communal garden or storing them in a council garage on the edge of a council estate. They will be stored inside this garage for 4 weeks then disposed of and no one will water them.
GOVERN YET OBEY-
I have still not yet been given a valid and backed up explanation as to why I can not keep my plants on the roof for which I originally had permission to do so. Non of the neighbours want them removed, non of the towns residence have said they want them removed, everybody has commended me on my community efforts at my expense.
THEY ARE CLEARLY NOT OBEYING
I do not believe that NWBC are fit to be running our local council, most of the staff do not know what they are doing, they bluff their way through jobs, they do not know their own rules, only the one that they have dug up to use against tenants that they've took a dislike too and don't know the relevant health and safety necessary to do the job. Workers are poorly trained often doing a substandard job, or even half a job, it is not uncommon for a carpenter to leave an old keep on a door frame and to fit a new mismatching lock to the door, simply throwing the new keep away.
Sub contractors also do substandard work, as shownat the start of this thread a new kitchen is fitted, according to NWBC the other day this flat was given a full electrical test according to their records after that kitchen was tested, yet the pictures speak for themselves.
Since then they've made me take a day off work to do another test, amazing though the same faults STILL exist, the earth bonding wire is STILL loose, the disconected cooker wire still lays on the floor with just red tape on it and the ill fitting socket hasn't been straighted, its simply had silicone put in the gap. The ONE thing they DID do though was BREAK my SHOWER and despite reporting it to them they have chosen to ignore that, and again ignore it today.
They also choose to ignore my complaints about them not collecting my refuse. Last week next door came back drunk and fell into it. Today Margertta Jaggs walked past Five weeks worth of refuse, although strangely on Tuesday ONE of the FIVE bags disappeared, perhaps it had maggots in it that has created the 30 odd flies that I counted on the landing today. You'd have thought she'd have noticed the flies and smell. I feel that I've done enough to try to get this sorted, I've complained by phone, complained by missed refuse collection report, complained by complaint form, and complained in the meeting that cllr dirviks attended with me. I do not see why I, a council tax payer who works should have to ring up to get refuse removed every week when the bin men walk straight up to it and leave a new bag at the side of the full one and don't take them with it.
Despite more complaints refuse is still being put outside the block. Last week a pool of fat was left on the floor waiting for someone to slip on, chicken bones strewn all over too. The floor is now etched with acidic fruit juice that has leaked out of bin bags.
I could sit here all night and write lists picking at NWBC incompetence. Its time for a change, sack them get new staff in that can do what they are employed to do.
There was a photographer from the evening news there so watch out for me in the paper again.
